I have an user that is an owner of a resources and approves all request for the resource. When she tries to approve a request, she get’s a message stating the resource is unavailable. But there is nothing schedule for the resource that day

Did you check if the resource reservations database is telling you the truth? On the server which hosts the resource you can issue the console command: tell sched show
e.g. tell sched show room1/site

I would try one more thing. Create a dummy meeting and add resource to your meeting and search for freetime. If the resource is showing busy, but there is nothing in R&R database, it tells you Freetime info for that resource is not updated or corrupted.
Every resource as an entry in BUSYTIME or CLUBUSY.NSF. Delete that entry and force the resources freetime info to be rebuild. Either use Tell Sched Validate Resource name or Restart Sched Task.
If you are on Domino 7, RnRMgr takes care of freetime for resources, hence you can say “Tell RnRMgr Validate Resource Name” to force a rebuild or restart RnRMgr to force a rebuild
