I am having problem replicating an application between primary and cluster server - tried everything …
As a temporary fix, can i create local replicas from both servers, replicate the local copies with each other and then let them update their respectiv servers?

Look for Notes log messages to tell you what happens when replication is attempted. Clustered servers should replicate via the cluster immediately.
Either the cluster or replication configurations are not setup correctly. If they are, then look at a network issue or possibly a firewall/port blocking issue.
