can’t you fist add the new server to the clusterthen remove the old server.

Build out your new hardware to match the server to be replaced (or atleast as close as possible - you might have to make note of drive letters, location of data directory, etc).
Down the server to be replaced. Do a file copy (from command prompt (assuming Windows OS) from the old to the new (DATA directory and subfolders only). Copy & Update the Notes.INI file if any of the paths have changed between servers. You should be able to bring the new server up and it should work fine.
If the case is where your down time is restricted. You could build out a temp domino server. Make new replicas on the new server of everything that needs to be moved. Add the new server to your cluster. The temp server should stay in sync with your old server. When the time comes to move to the new hardware, down both servers. Swap the Identities of the Domino servers (INI, Server.ID, etc).
