Remove from Folder doesn't work

One more time I need your help.

At some users, in this example an Domino administrator which has manager access to his maildatabase, it is not allowed to remove mail from Inbox.

Has anyone an idea what could be the cause of failure?

One more information:

When the named administrator changes to full access administration he is able to use RemoveFromFolder but not without full access administration.
