I cannot recover ID fileError : You are not authorized to recover this ID file
But ID is listed in Master Recovery Authority List
How can I solve this problem?

Your ID might be currently configured as an RA, but the particular instance of the ID you are trying to recovery probably pre-dates when your ID was added to the RA list. As such, your ID will not have the ability to unlock the ID. Make sure you are using the most recent version of the user’s ID from your ID Recovery database. If this is the most current ID, you will need to use one of the RA IDs that are configured to unlock the ID. This is probably another ID in your current RA list.
