Recompiling all LS in a template with design locking enabled.
Only way to get rid of the message and recompile the shared actions is to disable and re-enable design locking (no lock or unlock on shared actions).
root cause is probably that the lock is not removed.
We regularly have locks that are not released on other design elements as well, though that is not as annoying as shared actions or database script, as you can unlock those from the right click menu.
