Random Registration Error: sometimes it creates mail file, sometimes not

Hello. I’m trying to register user ids by using CSV file. The format description is very bad, but i think i have most covered. The problem is that the server, sometimes it creates the mail file, some times it does not. What could it be?

Related, AFAIK, column 20 should specify the template. Should i use the filename.ntf, or the display name (IBM template V6)? Why it does not appears selected when i review the records previous to registration?

update: I found out that if i change the quota, from 100 to 200, then it creates the mail file … any idea?

edit: is not the quota only, i need to change anything, so i get the OK or CANCEL buttons. After i update de record, it creates the mail file.
