R8 NLNOTES.EXE on server and NEW REPLICA?

Trying to create a new replica with the NLNOTES.EXE client on the server. When I select the DB, there is no option for new replica ?? What gives ? any ideas ?

Subject: Usually happens

Try to open the database and then go to replication - new replica. Sometimes if you don’t open the database you’ll the option grayed out.

Other thing to try is enabling replication by console, but it’s not supported by IBM:
