We have remote users and one user is way over the quota. He’s telling me that he has never received warning messages about his mail being too large. He replicates to get his mail.
Is that possible or do you have to be on the internal network (Office Location) to receive the warning messages?

You have to be connected against a server replica.
If you work in your local mail file, you will not have the message
