is the MAIL6.NTF changing with every version (for example 6.0, 6.0.1, 6.0.2, 6.0.2 CF1 etc)?
Is there a list what was changed exactly ?

Yes, there’s a new version of the mail template with every release. Each release has bugfixes and may contain new features. In the database properties, on the Design tab, under Inheritance, the version number of the template (and the release date) can be found.
There’s no comprehensive list of changes to each template for every release. But bugfixes are listed in the fixlist database, and there you can search for mail related bugfixes in every release. See for more info.
