We currently use the password sync feature in Notes to sync Notes password with Windows password. I noticed that when I go to uncheck this option to turn it off under File->Security->User security this option is greyed out. Does anyone know why this is greyed out or how I can disable this option. Our users are not administrators on their machines and are using the multi user install Notes client.

That is the reason.
The password sync runs as a Windows service, and the user doesn’t have the rights to enable the service.
