Pull Down Menu "FIle --> Application" missing options

When I open any database, I click FILE → APPLICATION

and the only selected options I see are: Properties, Access Control, Composite Access Control, Make Available Offline, New and Archive.

I’m MISSING the following options:

Copy As Link, Bookmark, New Copy, Delete, Refresh Design, Replace Design, Go To, Go To Agents.

Any ideas as to why?
