Is there any way (Server document??) that I can give a group of users Manager access to databases (so they can change ACLs, Roles, develop etc etc) but prohibit them from actually deleting the database from the server?

Not sure if this is will work in your environment, but what I have done in the past is to add a group to the ACL. Then give the appropiate people access to group doc to add users for the access they want. This will prevent someone from having too much access just to add and remove users from the ACL.
