Problems with custom desktop/setup policy not working on replication

Using the following link as a guide:

We created a subform in our NAB to include the mail and replication tab from the location document in the personal address book. This subform is part of the Policy Settings\desktop and setup policy. We have created an explicit policy that we apply to new users. We have been using a test machine with a fresh install of lotus notes.

So far, everything works great except for 1 thing… Replication. Upon setting up a new client, and opening the mail file off the server for the first time, the policy kicks in. It creates a local replica of the mail file and marks it for high priority but it will not create local replicas of the other databases that we want. The other databases are not marked as high priority, though everything shows up in the replication windows. You can sit there and watch as lotus notes will only replicate the mail file as it is marked for high priority.

If I mark the other databases as high prority, replication will work and replicate all databases marked as high priority. We don’t want to have to manually mark the db’s as this will be applied to many associates and we want as little user interaction as possible.

We have tried many different settings but could not get this thing to work. Any ideas?
