Problem with Recertification on migrated users

This is going to sound extremely werid, but here we go. I’ve got a client who is trying to recertify a user and literally nothing is happening. The user has been migrated from Exchange 5.5/NT4 and the CA process was used to certify originally. If we remove author access to the cert log for the person trying to recertify we get an error that the system cant’ write to certlog. When we give the person write access, a document is never created in certlog showing that a recertification has taken place. No other errors are generated.

Anyone seen this before? Help…
