Hi,
Face a problem in Domino 6.5.x server in Linux Platform
Scenario
Four Server of same domain One Primary Server in Head office and three remote servers in remote locations
Policy(explict) is Used for creating users,after creating users created users are able to view in addressbook,but when we open mailbox and type the name the name is not getting displayed.
but when we change the domino directory server to the home server of the user or other remote servers able to view the name
Please help me in solving this issue

If I am understanding you, names.nsf is not replicating to the other servers. Right?Are these remote servers new? Is replication happening between them? See if you can manually replicate, example:
LOAD REPLICA REMOTESERVERX NAMES.NSF
You should create some connection documents to synchronize the servers.
You may need to check the ACL on names.nsf to ensure that LocalDomainServers has manager access. List the individual servers in the ACL if necessary.

replication document for servers exist and replication happening for all servers and ACL are correct.
Do not why the name is not showing,while choosing the user name in address book from new memo

You said you are using Policy:
Check Domino Directory Server in Policy document.
If you are not enforcing Policy then edit Location document and specify Domino Directory server
