Subject: AFAIK not possilbe using Policies (except Dialup-Connections)
So, you have to implement an agent to achieve this that runs in the user context (button mail, Post open event of dbs, etc…).If your users are roaming users, you may create the connection documents from server side.
AFAIK any Desktop Management Tool (commercial Tools) is able to create such connection documents

normally you do not need to create connection docs in the users names, because the users home server can manage the connections (the client “asks” its home server for that).
AFAIK even with servers from foreign domains, if the connection docs on your server are setup properly.

I no friend of conncection documents at all.Worst thing someone can do is to use IP addresses in the Optional Network Address field.
In most cases, the need for connection documents is caused by improper DNS configuration (missing DNS records for servers and/or missing cnames entries and/or improper search domain prefix config on the client (if the client is in a different DNS zone than the server).
For instance, because Notes is (AFAIK) only using the common name of a server and if DNS and/or client TCP/IP settings are configured incorrectly, Notes won’t find any Domino server.
As a good doctor, I think, a problem should be healed at its very root, so the very DNS problem should be corrected.
But, there are some special environments, were connection documents are really needed.
For instance, when you can’t influence the management of DNS.
