How do we put permanent background image for new message?
For a single mail we can do it by in edit mode.But how it put permanent for all new messages ? is it possible by designer ?

No, it would be useless to change anything in the Designer, since it is the Memo form of the recipient’s mail database that is used to read the mail.My advice would be to create a personal stationary in your mailbox (Tools/Stationary/New Stationary-Personal), customize it as you wish, then compose your memos using “New/Memo - Using stationary”).
Your recipients will then always receive the personalized memo without further action.

modifiy the design of all the mailboxes of your company to put your background image into the Memo form

automate with LotusScript or @Formula in a button the manual sequence I described.
