PDF Access in Notes

Does anyone know why when I try to open a PDF file attached to a rich text field I am prompted for my Notes login, but when I try to open a text file attached the same way I am not. I have changed the ACL without success.

Any and all help will be appreciated

It has been a while since I have done administration, but I would venture to say this is some kind of security enhancement Notes put into the mail file to help prevent viruses…Maybe an ECL option?
