I want to enable the out of office service type from agent to service. What will happen to users that have out of office enabled already? Will they have to reset their out of office again or will they be automatically converted from agent to service type?

To change from OOO agent to OOO service you will change the configuration setting in the Domino Directory.I believe the setting refreshes on a timer, if you want it to be immediate a server restart will do it.
The people who have out of office agent enabled will have the agent for the duration of the current vacation, and the next time they will get the OOO service.

Turned on the out of service feature on our server and users that have enabled their out of office notification before the changes will continue to use the old configuration unless they disable and then re-enable the out of office again.
