Out of Office notifications

We have one user that does not receive OOO notifications when sending to a some recipients who have OOO enabled. Is this a preference or something she has set?

Subject: two different cases

There are two different ways that this can occur. One, the user who enables the Out of Office as excluded the user who is not receiving the message. Two, the person sending the email can choose not to be notified → configured in the delivery options of the email.
