Openning a framset on a different database

I want to create an Action on a web form on database A to open a frameset in a database B. How can I go about this?

I dont want to make the frameset the defualt on database B and then use open database on the Action because I want database B to maintain its current default frameset which is different from the frameset I am trying to open.
