Is there any way that if one user opens the form then he can only access to one form and a button. Rest of the fields can not be changed by him.

It depends what the criteria are, of which users can edit which fields. There’s a field option to only let Editors edit the field. There are also controlled access sections, which are less flexible. Also read about input enabled formulas and hide formulas (you can hide the editable field and display a computed for display field in that place instead). Which choices make sense for you depends on how many fields there are, what the rules are for who can edit, and your personal preference.
