I just checked Notes/Domino 8.5.1 Release Notes & see no reference of a new On-Disk Structure.
Based upon the information you referenced, the given advice was mis-leading. Although the recommendation was to wait for v8.5.1, it didn’t clarify that ODS 51 was introduced in v8.5 (not new to v851).
