Notes Shared Login not working

I have created a new security settings document and enabled the Notes Shared Login feature. I have assigned this securty settings document to a policy and then added the policy to a test account person document. When I go to login under the test account, it asks for my password like normal. What step am I missing here?

Both server and client are running 8.5.2.

Client is running Windows Vista -32 bit.

Client previously had the client single login feature installed, but it was uninstalled to test the Notes Shared Login feature.

… in order to decrypt the ID file. The user would then need to authenticate with their home server to receive the new policy settings, and only then would the ID file be re-encrypted using NSL and the password prompt rendered obsolete.
