Notes Shared Login: Custom message does not appear when NSL is deactivated in PB2

In the security policy document the optionEnable Notes shared login with operation system is set to “No”

“Allow User Changes?” is set to “No”

“Protect ID file” is set to “Automatically (recommended)”

"How to notify users when disabled is set to “Custom mesage dialog”.

The custom message text is set.

When this setting is applied to a NSL enabled User, the custom message dialog is not shown on the user’s workstation

This are the shown dialogs as they appear as soon as Notes 8.5 PB2 is started:

Text: Your administrator required that you start using a password to log in to Notes. You must set your password now.

The custom message dialog does not appear.

I was not able to reproduce the problem today.Everytime during my test (more than 5), the custom dialog was shown.

Sorry for reporting it without trying to reproduce it first.
