The $102 per seat includes everything you need - software licenses and support/maintenance for 12 months. Perhaps the additional dollars in the quote are for tax? Ask them.
You can purchase through a reseller and save a few dollars a seat.
Also, this is the price for the messaging license. The collaboration license is more expensive ($141/seat).

Subject: no, the per-user price includes the server license
You only pay for the users. Here are details:
Note that the license includes the limited-use Sametime client (and Sametime server), as well as entitlement for Lotus Traveler (mail synch with Windows Mobile devices).
If you are upgrading from another email product, you may also be eligible for a competitive discount.
Subject: PVU cost relates to server power, not number of users
PVU = processor value units, so that you are paying more (or less) depending on how strong the server is (which relates to how many users it will support).
But if you are buying individual user licenses as advised, you get the server license(s) free. This is called the Collaboration Express deal.
You need to do the arithmetic - is it cheaper to buy 350 individual licenses with bundled servers, or to buy a server and user license seperately.
It’s all very confusing. Better to get IBM salesman to do it all for you.
There are two versions of Domino Express: “Domino Collaboration Express” (DCE) and “Domino Messaging Express” (DME). The former (recommended) allows you to run custom, collaborative applications that you buy or write. The latter supports the mail, calendar, to-do, etc. You buy both products on a per-user basis; you can use as many servers as you need at no additional cost.
The per-user price for DCE is $141 and for DME $102. However, these are the highest possible price. Prices decline with quantity and there are government and academic (non-profit) pricing plans. You really need to get an accurate quote from IBM or an IBM Lotus Business Partner.
Your server is undersized, at least in memory. For information about system requirements, check the Domino 8.0.2 Release Notes here:
