i have solved this problem with other Lotus notes users by doing the following…
and i strongly beleive this error is related with permission problem with your notes folder (it is related to the operating system ) … did you recently change your Windows password ?(This often occurs with e-client windows used in IBM)
if so , please restore to old password by changing your windows password back to the old one … if your organization do not allow you to use the old password do the following :
in windows Xp , go to start → control panel → administrative tools → local security policy —> Account policies – > password policiy and then open the Enforce password policy then set the value to 0 (please take notes of this value before changing it as you will restore it at the end of the operation if successfull) … press ok and save to change…
press on crtl + alt then change your password back to the old one … retry your lotus notes , i beleive it will work (i have try this with 3 users , and the all work . let me know)
n.b : do not forget to set back your password history to the value before the above changes…

That message basically says that the mailfile is still being used by some process. On my Novell network it sometimes happenes when a user has not logged out properly, and still has a session running on the Novell server that “lockes” the Notes files. When the user tries to open a new session the Notes client notices that the files are in use, and produces the message you mentioned. It could even be that on the laptop there is an active session, even when you do not see it. Look in the processes list for notes.exe, nlnotes.exe and kill them if they are present.

The client requires access to the Lotus Notes directories so that it can update files. Just set the permissions on the Lotus Notes directories to full permission to all and problem solved.

Here is what I found, the client had installed Vista on his machine. (Did not tell me that). He was running 7.02 Client on XP, and when he went to Vista, he upgraded his Notes Client to 7.03… that is when it ceased to start and gave the error message.
Not really sure if it was totally a Vista problem, because the client retrograded to 7.02 before I could try to troubleshoot the problem.
I found an item in his notes.ini file in 7.03 that had truncated file names. I did not get a chance to test my theory, but I think maybe this line was not ignored by the Notes Client… and failed there. Not sure though. The item was inserted into notes.ini by an Adobe product he runs I believe.
