I tried everything including resetting Notes bookmarks, new personal address book, removing all smarticons, etc.
I was about to try a new Notes client install when I decided to check the local LOG.NSF and the “IBM_TECHNICAL_SUPPORT” subfolder in the Notes data folder (last console_*.txt file) which displayed the error below.
03/28/2011 10:25:01 PM Error processing certificate created by /ACME for /ACME: The subject’s public key found in the certificate is not the one stored in our ID file for that entity.
I searched lotus.support.com and found the info below, however, it only temporary fixed the issue…

After registering a new users via the Domino admin client everything started working immediately. This was the strangest issue I have ever seen, however, Notes 8.0.2 is not officially support on Win7 32-bit. I upgraded to Notes 8.0.2 FP6 which I thought might help r stabilize the issue, HOWEVER…
This still happens every few days. It looks like the Notes Certifier document in the Domino Directory is corrupted (Configuration\Security\Certificates). When I try to open it I get error: Field: ‘RAQuorun’: Incorrect data type for opertator or @Function: Text expected
I restored the Notes Certifier document and the issue still happens every few days…
