Notes-based application doesn't launch remotely

We have a Notes-based application that will not launch for users accessing it via the internet. The application will launch OK from the server. When launching remotely, users are able to input their credentials, then the page appears to hang. Rebooting the Domino server resolves the issue temporarily.

I am not a Domino export; what could be causing this behavior?

It is hard to diagnose with this limited amount of info.

I guess that the problem is with the application, since entering the credentials is part of the Notes core code. This will triggered by an application (url with ?login) or as the result of a server setting.
