i created a folder , but i am not able to delete that one or remove. its showing a message " The action may not be done".please help me to solve this problem

I’m quite aware of what/who this site is for. Your question/problem is quite remedial, especially for a Notes Administrator or Developer.

If you have at least designer privileges, you can create a simple formula language action on your action menu. Choose the @deletedoc (@command) and save it as an agent. Then delete everything out of the folder and selete the folder and run the action against it. It most cases it will delete it.
