Non Eclipse 8.5.1 Admin/Design/Notes Client Exist?

Does anyone know if a BASIC or NON-ECLIPSE version of the 8.5.1 Client exists for the Admin/Designer Notes Client?

I can only find on Passport the Eclipse version.
