On Ubuntu 9.0.4 there is no option “My Widgets” in the sidebar. In the preference also no option widgets. On Clients on Windows machines with the same user is shown “My Widgets” on the sidbar and in the preferences I can activate and deactivite "My Widgets.

Subject: On my Ubuntu widgets works
I have Ubuntu 9.4 too and widgets are working as expected. So there must be a problem with your installation. Do you have the the widget toolbar? Maybe you get the my widget sidebar, when you add a widget with the toolbar icon.
