I have Notes Designer and Notes Administor on a computer hard drive. Is it possible to develop web applications (i.e. preview it on a browser) on this machine?
If so, do i need to somehow start the http task. How can this be done?

Simply “preview in browser” a design element and it will start the HTTP task for you.
You can then type in a url to any other design element, or the database itself.
The only caveat to developing locally is that you don’t have a public address book, so access has to be anonymous. The effect is that any security on your site can’t be tested (readers fields, workflow etc.)
There is always the possibility (subject to license) of installing a server and running that on your local machine.
