New Signature and Color Options in 8.5.1 require 8.5.1 mail template?

I am seeing that some of the updated features such as vcard signature preferences are not showing up for me.

However I have not updated my mail template to 8.5.1 yet. My mail template is still R8 Would that cause the issue?
