New Domino Directory Address Book

I am trying to create ad additional address book on the server that can be viewed and used by all users. I have created the address book using the StdR4PublicAddressBook template. I can view the addresss book itself, but i can not get it to appear in the drop down menu when lookin up addresses in a new memo.

I have looked through this forum, administration help and for redbooks and have not been able to find any applicable articles. Any help would be greatly appriciated.
