The notes.ini is on D drive, but these path is correctly entered in the system search path.

What could be the Problem? Thank you for your answer, Sam

Subject: Try to re-assosiate Notes.exe with the NDL file type

You typically do this from the Explorer → Tools → Folder Options and then select the File Types pane. Locate- or create a file assosiation for .ndl filetype, and ensure that the open verb contains this value:

“C:\Program Files\lotus\notes\notes.exe” %1

Of course, you must use your own Notes program directory path.
