Subject: How are your users configured to start Notes?
If you’re users are set to run Notes from anything other than the standard setup, Windows probably has no way to handle the NDL. For instance, our users have the exe installed on their C: drive but things like their ini, desktop, and id all live on a network drive. If the user gets an NDL via Outlook and Notes is not running, the NDL actually tends to launch the intial Notes setup dialogs or do other weird stuff.
Do you see this ‘non start’ when users have Notes running and are logged in?
