I ran the AdminP Rname process form Domino Administrator to rename an Organization for an user. I get the following error in the Administration Process Log:

Errors: Title: Anthony’s Address Book File name: names.nsf; Error: The name of the authority issuing the Name Change Request is not allowed to make that request.
