Multiple Users/You are not authorized to access the database

I have loaded 7.0.3 on one PC. I have 2 users who share this PC. In 7.0.2 I had no problem loading multiple users. In 7.0.3 when one signs on it keeps the profile of the other user. You have to go into File, Preferences, Location and change the mail and internet file for them to access their mail. It also will not keep the Windows password and it must be entered everytime. Any ideas on how to fix this?

Any chance you reverted the 7.0.3 install to a ‘single user’ instead of a multi-user install?

Well to make sure I uninstalled and re-installed. Same problem.
