Not sure. A lot of these features are based around the Win2K profiles that get created so that the local data directory can be stored appropriately (e.g. C:\Documents and Settings\user\lotus\notes\data).
It has always been possible to have multi-user Notes support on Win32 but this usually involves a fair degree of scripting to customise the method by which Notes.exe is invoked.
