Moving layers programmatically

In my current database, I am creating a layer that I want to be able to move programmatically. The idea is that I have a small toolbar of sorts that when not in use will be hidden from the user, but when a button is clicked or a hotspot is activated, the layer would move down into position. I don’t know if layers are the best thing to perform this with, or if there is a better alternative.

Well I managed to figure out a workaround to this problem. Rather than having a layer that I can move, which doesn’t seem possible right now, I have a stationary layer. Within that layer, I have a two row programmable table. One row is blank, and the second row contains my toolbar. This way, once the hotspot is activated, the rows switch.
