I’m trying to create a group called, “Registrars” and allow them to add and delete users from the domino directory. I really don’t want to give them any higher access than Author. I’ve assigned the roles Group Creator/Modifier and User Creator/Modifier. So far it is working for creating new users but not for Deletions. Any help appreciated.

I suppose so. They click the “Delete Person” button in the “People” view. I believe this button does fire up AdminP.

Well it will hit on adminp based on how they answer the yes/no/cancel question. Yes will not make it go to adminp where no will.
So next question who will approve the delete? Since it is in a pending approval state.
If you are going to do it then all you need to worry about is just the author access (with delete privilege) to the address book. Assuming you made them an author of the documents they would need to delete.
