Message Recall and Desktop Policy

We use message recall in our environment. However via the policy either in Desktop or Mail there is no option to enable the user setting in the Lotus Notes 8.5 client Basic mail preferences “Allow users to recall message sent to me”. Is there another way to force this box to be checked and remained checked, so users can not disable message recall? Not sure why this is not an option in a policy but I can not find it. I can not seem to find a notes.ini setting either, but maybe someone else has an idea.
