Meeting Notification not in inbox

I have a meeting that a user declined and that meeting ended up getting re-scheduled. When the meeting was re-scheduled all participants got this message except one. I was wondering if that was because the user had declined the previous meeting.

After checking the mail logs I saw all users got the message except the one I’m working on.

Any ideas would be helpful

yes, when the user declines a meeting the user is removed as an invitee from the original meeting, unless he/she chooses the option to “keep me informed of updates” when declining.
