Measuring Turnaround Times

I am the manager of a department and I am trying to introduce a KPI to my team of checking orders within a 24hr period.An email is received with the order attached, this email must have a specification attached to it and be sent to an external user within 24hrs.

The email received is not always by the same person.

I was thinking maybe a rule could be set up but I cannot find one that suits this requirement.

Can anybody help or propose any ideas?

Subject: Suggestion

You could create a custom database/application and set it up as a mail-in database. Then you create the functionality you need in it.I dont think that would be very complicated.
