I have a mail rule on the server that uses the recipient count option.
When the recipient count is greater than 50, the email is routed to an approval database. A manager approves the message and the email is released to the recipient list.
The issue:
A user sent an email to 4 groups. The first 3 groups were in the To field and the 4th group was in the CC field.
The 4th group had fewer than 50 recipients and was sent immediately (was not routed to the approval database). The message was also routed to the approval database, because the first 3 groups in the To field contained more than 50 recipients total.
When the message was approved, the group in the CC field received the email a 2nd time.
It appears recipient count does not look at the whole email, but rather each field (to, cc, and bcc).
Has anyone else experienced this and found a solution?
