Mail Journaling quarantine or copy area

I am about to set up mail journaling and have 2 questions:

  1. Do messages that meet my “journaling” criterion get quarantined into the designated mail journal db or do they come and go as any other messages but copies are placed in the mail journal db?

  2. To set up the mail journal db where messages are stored, do I need to register a new user e.g. “Mail Journal” with mail file mail/mjournal.nsf or can I just create a database from the mail file template and point to that database without performing any type of user registration?
