Is there a mechanism that will enable me to be notified whenever any of my three mail.boxes contain more than x number of emails? I want to be notified if my outgoing email for some unknown reason begins to backup in my mail boxes.

You may use Domino Domain Monitoring (DDM) to setup this and a host of other things.
