I’ve searched and searched and can not find this info. is it possible with programming to limit the number of users that are allowed per database in the acl?

I think this is not possible directly.
Maybe you should think about a ticket system. User ask access to the database and get a mail when a slot is free.
Complex and fragile anyway.
Do you experience performance issue?

no performance issues, more a security thing that i will not be able to overcome so i was looking for a more elegant solution like limiting the # of users via programming.
